작업환경측정 및 지정측정기관 평가 등에 관한 고시
[시행 2017.7.1.] [고용노동부고시 제2017-27호, 2017.4.28., 일부개정]

 

제1편  통    칙

제1조(목적) 이 고시는 「산업안전보건법」 제39조의2, 제42조, 같은 법 시행령 제31조, 제32조의3부터 제32조의6까지 및 같은 법 시행규칙 제81조의4, 제93조부터 제97조의3까지에 따른 작업환경의 측정 및 노출 농도 측정, 지정측정기관의 지정 및 정도관리, 작업환경측정 수준 향상을 위한 평가(이하 “지정측정기관 평가”라 한다) 등에 관하여 필요한 사항을 규정함을 목적으로 한다.

제4장  작업환경측정방법

제1절  측정방법 및 단위

제17조(예비조사 및 측정계획서의 작성) ①규칙 제93조의3제1항제1호의 규정에 따라 예비조사를 실시하는 경우에는 다음 각 호의 내용이 포함된 측정계획서를 작성하여야 한다.

  1. 원재료의 투입과정부터 최종 제품생산 공정까지의 주요공정 도식

  2. 해당공정별 작업내용, 측정대상공정 및 공정별 화학물질 사용실태

  3. 측정대상 유해인자, 유해인자 발생주기, 종사근로자 현황

  4. 유해인자별 측정방법 및 측정소요기간 등 필요한 사항

  ②측정기관이 전회측정을 실시한 사업장으로서 공정 및 취급인자 변동이 없는 경우에는 서류상의 예비조사만을 실시할 수 있다.

제19조(시료채취 근로자수) ①단위작업장소에서 최고 노출근로자 2인 이상에 대하여 동시에 측정하되, 단위작업장소에 근로자가 1인인 경우에는 그러하지 아니하며, 동일 작업근로자수가 10인을 초과하는 경우에는 매 5인당 1인(1개지점) 이상 추가하여 측정하여야 한다. 다만, 동일 작업근로자수가 100인을 초과하는 경우에는 최대 시료채취 근로자수를 20인으로 조정할 수 있다.

  ②규칙 제93의3제1항제3호의 규정에 의한 지역시료채취방법에 의한 측정시료의 개수는 단위작업장소에서 2개 이상에 대하여 동시에 측정하여야 한다. 다만, 단위작업장소의 넓이가 50평방미터 이상인 경우에는 매 30평방미터마다 1개 지점 이상을 추가로 측정하여야 한다.

제20조(단위) ①화학적 인자의 가스, 증기, 분진, 흄(fume), 미스트(mist) 등의 농도는 피피엠(ppm) 또는 세제곱미터 당 밀리그램(mg/m3 )으로 표시한다. 다만, 석면의 농도 표시는 세제곱센티미터 당 섬유개수(개/cm3)로 표시한다.

제4절   소    음

제26조(측정방법) 규칙 별표 11의4에 따른 소음수준의 측정은 다음 각 호에 따른다.

  1. 측정에 사용되는 기기(이하 “소음계” 라 한다)는 누적소음 노출량측정기, 적분형소음계 또는 이와 동등 이상의 성능이 있는 것으로 하되 개인시료 채취방법이 불가능한 경우에는 지시소음계를 사용할 수 있으며, 발생시간을 고려한 등가소음레벨 방법으로 측정할 것. 다만, 소음발생 간격이 1초 미만을 유지하면서 계속적으로 발생되는 소음(이하 “연속음”이라 한다)을 지시소음계 또는 이와 동등 이상의 성능이 있는 기기로 측정할 경우에는 그러하지 아니할 수 있다.

  2. 소음계의 청감보정회로는 A특성으로 할것

  3. 제1호 단서규정에 따른 소음측정은 다음과 같이 할 것

    가. 소음계 지시침의 동작은 느린(Slow)상태로 한다.

    나. 소음계의 지시치가 변동하지 않는 경우에는 당해 지시치를 그 측정점에서의 소음수준으로 한다.

  4.누적소음노출량 측정기로 소음을 측정하는 경우에는 Criteria= 90dB, Exchange Rate=5dB, Threshold=80dB로 기기설정을 하여야 한다.

  5. 소음이 1초 이상의 간격을 유지하면서 최대음압수준이 120dB(A)이상의 소음(이하 “충격소음”이라 한다)인 경우에는 소음수준에 따른 1분 동안의 발생횟수를 측정할 것

제27조(측정위치 및 지점) 단위작업장소에서 소음수준측정은 제17조 내지 제19조의 규정에 따라 측정을 하여야 한다. 다만, 소음수준을 측정할 때에는 측정대상이 되는 근로자의 근접된 위치의 귀 높이에서 실시하여야 한다.

제28조(측정시간 및 횟수) ①단위작업장소에서 소음수준은 규정된 측정위치 및 지점에서 1일 작업시간동안 6시간 이상 연속 측정하거나 작업시간을 1시간 간격으로 나누어 6회 이상 측정하여야 한다. 다만, 소음의 발생특성이 연속 음으로서 측정치가 변동이 없다고 자격자 또는 지정측정기관이 판단한 경우에는 1시간동안을 등 간격으로 나누어 3회 이상 측정할 수 있다.

  ②단위작업장소에서의 소음발생시간이 6시간 이내인 경우나 소음발생 원에서의 발생시간이 간헐적인 경우에는 발생시간동안 연속 측정하거나 등 간격으로 나누어 4회 이상 측정하여야 한다.

제34조(입자상 물질 농도) ①제18조의 규정에 의하여 측정한 입자상 물질 농도는 8시간 작업시의 평균농도로 한다. 다만, 6시간 이상 연속 측정한 경우에 있어 측정하지 아니한 2시간 동안의 입자상 물질 발생이 측정기간보다 현저하게 낮거나 입자상 물질이 발생하지 않은 경우에는 6시간동안의 농도를 8시간 시간가중 평균하여 8시간 작업시의 평균농도로 한다.

제36조(소음수준의 평가) ① 제28조제1항에 따라 1일 작업시간 동안 연속 측정하거나 작업시간을 1시간 간격으로 나누어 6회 이상 소음수준을 측정한 경우에는 이를 평균하여 8시간 작업시의 평균소음수준으로 한다(제34조제1항 단서의 규정은 이 경우에도 이를 준용한다). 다만, 제28조제1항 단서규정에 의하여 측정한 경우에는 이를 평균하여 8시간 작업시의 평균소음 수준으로 한다.

  ②제28조제2항의 규정에 의하여 측정한 경우에는 이를 평균하여 그 기간동안의 평균소음수준으로 하고 이를 1일 노출시간소음강도를 측정하여 등가소음레벨방법으로 평가한다.

  ③ 지시소음계로 측정하여 등가소음레벨방법을 적용할 경우에는 다음 계산식 5에 따라 산출한 값을 기준으로 평가한다.

  ④ 단위작업장소에서 소음의 강도가 불규칙적으로 변동하는 소음 등을 누적소음 노출량측정기로 측정하여 노출량으로 산출되었을 경우에는 별표 1을 이용하여 시간가중평균 소음수준으로 환산하여야 한다. 다만, 누적소음 노출량측정기에 따른 노출량 산출치가 별표 1에 주어진 값보다 작거나 크면 시간가중평균소음은 다음 계산식 6에 따라 산출한 값을 기준으로 평가할 수 있다.
